The gap between revenue and spending is indisputable — it is the heart of the state's current budget crisis. But a close examination of where spending went up illustrates why keeping California's budget in balance has become so difficult, regardless of which party controls the governor's office.

Although the precise 40% figure used by Republicans is debatable, spending during the Davis years has grown faster than the combined effects of inflation and the state's population would suggest. But the same was true during the last Republican administration.

Spending from the state's general fund, currently $70 billion, actually grew by a smaller percentage in the first four years of Davis' tenure than during the preceding four years under Gov. Pete Wilson, when the inflation rate was lower.

Dumb question - if the recall passes and a new governor is elected, do they just serve out Davis' remaining term or do they serve a full term?

15. Repugs have been after the coastal commission appointments

and if they get Arnold in, there will be coastal oil drilling again.. Davis has been stopping them, but a republican governor, especially one who is stupid and owes his job to Bush, will appoint the "right" people to the commission..

The ones pulling the strings make it appear to be about the governorship, but underneath it's about so many other things.. The governor actually has his hands pretty much tied.. Most of the budget items are mandated, but the APPOINTMENTS are the real deal.. They love to nibble at the edges, until finally, they have control over it all..and while they were nibbling, the rest of the people did not even notice what was happening..

a judge or two here, a commission appointment there, and before you can say Governor Gang-Bang, California "goes for Bush", and who's in charge of recounting or whatever?? Arnold "Jeb" Schwarzenegger & crew.

16. I'm feeling more upbeat about this today

I went to visit my parents to help out with some chores today. They are diehard republicans and have never voted for a Democrat. They are voting against the recall because it is not democratic and they hate Arnie. If they are voting against then I think many other republicans who do care about the state and democracy will too.

A lot is going to happen. And it's obvious we are not going to get much help from the media, after seeing that silly, ridiculous, 787 person poll, they barfed out today...it's exactlly as NSMA said (above here a couple of posts) they want Democats to stay home and forget about voting, because it's useless.

That's the media's plan (and man this smell just like Karl Rove) to make like it like it's already over, the recall will fail, Arnold has it locked up, take the winds out of the Democratic sails, keep them home on voting day, with a, what's the use, attitude.

However, it's not going to work...as I heard a national democratic figure say today...the democratics in California are "fired-up" and there's no way to poll that or give a percentage number on the recall or the turnout.

We have to convince everyone it's not over and to stay fired-up!
