27. Not correct, the FCC has jurisdiction over Cable, just not for "bad words"

The FCC first established rules in 1965 for cable based upon its signal by microwave antenna. In March 1966, the FCC issued rules to all cable systems. Southwestern Cable challenged and the Supreme Court affirmed the FCC's jurisdiction over the cable industry in United States v. Southwestern Cable Co., 392 U.S. 157 (1968).
The court ruled that the FCC "has reasonably concluded that regulatory authority over CATV is imperative if it is to perform with appropriate effectiveness certain of its responsibilities."

The FCC added rules in 1972 requiring cable television operators to obtain a certificate of compliance from the FCC. Additionally, cable television operators who issue original programming are subject to equal time, Fairness Doctrine, sponsorship identification and other provisions similar to rules applicable to broadcasters.

In October 1984, the U.S. Congress amended the Communications Act of 1934 by adopting the Cable Communications Policy Act of 1984. Later Congress published The Cable Television Consumer Protection and Competition Act of 1992. The Telecommunications Act of 1996 also increased the FCC's power to regulate cable TV monopolies.

Granted, the rules regarding obscenity on Cable Only stations are less restrictive. Instead of having the ability to fine cable stations, the FCC has announced (under Powell) that stations not complying with obscenity standards would not have their licenses renewed.

Anyway, you can't file an FCC complaint regarding CNN's airing an obscene word, but you can complain to the FCC that they aired it and asked them to act on it come license renewal.
