How does the idea of stretching August vacation to five weeks come up?

How does the idea of stretching August vacation to five weeks come up?
I mean, how does that come up? Somewhere between the discussion of the Iraq fiasco and budget deficits and being lobbied by big business, somebody says "You know, I think we should stretch it to FIVE weeks this year."

It must be Bush's idea, right? Somebody interrupted a long weekend with some sort of shitty national security briefing and he wants the time back with interest, and being Mr. Entitled, gets it.

"Sounds good to me!" "Yeah, this place is pretty much on autopilot" "I got Novak's home number" "Frist can walk to Crawford if he wants to kiss Potus ass" "Tell everyone in town to give Fitzgerald's people wrong directions, don't want any subpoenas, HAR!"
