Yes. Although the department does not include the FBI and CIA, its new intelligence division will review reports of threats culled from across the U.S. intelligence community. It will then assess their credibility, issue warnings, and order other preventive measures. The FBI will retain its status as the front-line agency handling terror threats at home, and the CIA will continue to monitor terrorism abroad. The Department of Homeland Security’s intelligence division will rely largely upon reports, rather than raw data, from the FBI and CIA.
As someone who roleplayed with the agency in June, I declare that to be utter nonsense. They use undercover and plainsclothes agents across the city of Atlanta -- decieving you as to who they really are as they take your picture and write reports about you
