to use "permalink".

one particular post, with the rest of the thread being subject-line only. So you can post a link to another post.

That doesn't sound very clear. I tried.

3. A nonchanging link

So you can come back to a section months later. For example, if www.foo.com puts up a new story and you link to it using the www.foo.com URL, it won't be there later when fresh content is posted. So, a permalink is usually offered that'll direct you to the story long after it's moved.
