`(C) occur primarily within the territorial jurisdiction of the United States.'.

The part of the law you quote is only for domestic terrorism; however he did violate international terrorism law under U.S. Code, Title 18, Section 2331.

The Patriot Act actually augments existing anti-terrorism law under Title 18.
