he looked like he was stoked up on some wholly ungodly combination of powerful anti-psychotics (think Thorazine) and pharmaceutical speed. They probably have to feed him the anti-psychotics to keep him from completely coming apart and reasonably calm and them shoot him full of speed for public appearances. The anti-psychotics would account for the strange, stumbling speech and flat, medicated expression and the speed would explain the strange, off-topic meanderings, facial tics and jaw grinding.

Chimpy is not fit to be running a donut stand much less the country.
