1. Don't know.......
but I heard 1500 members of the 82nd Airborne are being sent over to provide security for the election process.

I'm sure they are impartial.

4. Not much info available
Try this:

http://www.almendhar.com/english_4792/news.aspx

He stated that the United Nations has promised the commission to allow for the participation of international observers in the process. He noted that the security conditions are still "the only obstacle that cannot be ignored, which is facing the arrival of foreigners to Iraq

I imagine that, outside of the Kurdish provinces, the situation is still to lawless for foreign observers to monitor the vote. Perhaps things will be better when/if the December parliamentary elections are held.

5. Sunni provinces are the prize
I heard Al Franken said that if 3 or 4 Sunni provinces reject the constitution, it will not pass.
These provinces need particular attention when it comes to vote fraud. Nothing will be more priceless for the neocons than all the major newspapers announcing how the Iraqis love America because even the Sunnis approved the US-forced constitution.

6. You are correct
http://www.cpa-iraq.org/government/TAL.html

Article 61.

(C) The general referendum will be successful and the draft constitution ratified if a majority of the voters in Iraq approve and if two-thirds of the voters in three or more governorates do not reject it.

It takes just 3 provinces. And 2/3 of the voters in each.

7. Found Something
http://www.mnf-iraq.com/Transcripts/050731b.htm

MR. AL-LAMI:

We are now preparing for a referendum, this referendum according to the timetable. And general elections will be held according to the law approved by the National Assembly. And the election committee is now holding negotiations with all the Iraqi organizations, and the United Nations organizations working with us and the election committee to prepare to make the preparations. And we have also a security plan to enable the voters to come to the polling stations.

-snip-

The local supervisors and international supervisors should be present at the polling stations and in the registration stations to monitor the elections, and we will issue special badges and forms for that. And in addition to that, any polling station -- any polling center which does not have a representative of a political party or anyone will not be considered as eligible for elections. And we'll make -- the representatives of the political parties will sign a record the day of elections.
