The Bush White House is known for its obsession with staff discipline and its commitment to secrecy. So you'd think that it would be among the most eager to ferret out the real story behind accusations that administration officials leaked the identity of a CIA officer to the news media.

Outrage, not acquiescence, is the right reaction to suggestions that an attempt to quiet administration critics may have put lives at risk. Yet for more than two months,the White House has done little to get ahead of this scandal and determine whether presidential aides were involved.
