CNN -- National Guard at 50% capacity in each state

Barbara Starr at Pentagon just gave report for CNN.... said that national guard was left at 50% capacity in each state since start of Iraq war (as demanded by state governors).

It's too bad for the people in the damaged areas, especially today as people need assistance being pulled out of dangerous areas. Could have saved twice as many people.
