No, the Oil barons cannot give back

even if a cap was put on the price, those guys have already spent their billions of gouged pump prices on summer homes, winter chalets, picasso's, $8,000 shower curtains and gold plated bidets.

If caps are in the future, it will come at the expense of everyone but those guys.

This has been your reality minute.
