4. Argentina
Remember, too that Argentina, Brazil, Chile, Mexico, Ecuador, Venezuela, etc have not imported oil on the world markets for decades. Was in Argentina for 2 weeks (just got back a few days ago), and they don't know very much about the world oil situation of late. Their gas prices have not risen in the last 18 months, either. They can't figure out why we're so interested in the ME.
