In 1900:

Women could not vote

Workers had little or no rights

Minorities were second class citizens and in most places could not vote

If America was a Democracy in 1900, then modern Iran must be a Democracy too.

2. Hair splitting
Workers having or not having rights, other than the right to vote, has nothing to do with Democracy (of course I'm in favor of workers having rights).

In the South Minorities couldn't vote - but the north and the west outnumberd the south I believe, so not sure about the most places argument.

One could argue that America was pointing in the direction of increasing Democracy, even if it hadn't gotten there yet. One could argue that Iran's theocratic powers are pointing away from Democracy (although there are pro-Democracy movements in Iran as well).

At any rate, I'm not sure of the context of this argument.
