What elevation in Louisiana and Mississippi was safe from flooding?

Were the affected areas in the flood zone? Where there any REAL surprises? By this I mean that every stormwater management department can predict 100 year flood zones. Where these affected areas in those flood zones?

2. I think it's obvious that New Orleans is a catastrophic public emergency

failure. For God's sake, they didn't have safe shelter for these people nor did they have a plan to relocate them.

That said, the reason why I posted is because some guy in Mississippi was shocked to find thousands of dead fish in his backyard. If he was in a flood zone, he shouldn't have been.

3. The levee system

can protect up to a +12 above sea level at a minimum, some areas are higher.

They also use a series of spillways and diversion techniques to increase that number significantly.
