They've got nothing to work with and FEMA and OHS - Federal agencies are practically useless and may do more harm than good (see yesterday's rather odd diversion of Blackhawks from the levee repair). Nat Guard when they arrive, might be able to help some, but too many of them are in Iraq, too.
