It's actually right across from the aqarium and Riverwalk area; there's a ferry. It doesn't seem to have fared as badly, not being exposed to the inflow from Lake Pontchartrain. There is precedent here: After the 1906 San Francisco earthquake and fire, the Fillmore district (Western Addition) became the de facto center of town for a few months.

I just saw that Naval Support Activity N.O., which is mostly over there, got off the base closure list. On the one hand, they desperately need the jobs; on the other, that land could have become the new CBD.
