"People EXPECT the Federal Government to ..." interact with state and local governments to get things done.

This administration never does anything because it's the right thing to do, they do things that don't benefit them directly and personally (e.g., more power, more money, more money for their wealthy friends, retribution for those who don't agree, etc.) ONLY because it becomes absolutely clear that they can't get away with NOT doing them -- expected to the max.
