"I speak to you tonight with sadness in my heart. We've seen destruction on a massive scale, not only in property but more importantly, in human lives, hopes and dreams. The devastation in New Orleans has touched and affected every American.
As most of you know, the past few years have been fruitful for our country in regards to employment, jobs and reduction of the deficit. Most Americans can truly say that life is good and the future holds great promises.
Having said that, I plan, as your President, to bring those same human feelings back to the people of the gulf coast. I'm going to ask Congress to appropriate 300 billion dollars to ensure the complete restoration of cities hard hit by hurricane Katrina. I fully understand that this will cause a Deficit and will break my promise of a balanced budget...So be it. I also have called in 700 thousand service troops to help with the Restoration.
We are all a part of this great county and as such, share in it's prosperity and future....We also should and will share in a part of it's destruction. I give you my word that 6 months from today, those cities will once again share in the American Dream.....
