With all the gripes, here's a suggestion for FEMA

Why not outfit barges with generators, portable showers, fresh water tanks, and tenting, and float them into the NO neighborhoods for rescue staging areas? They are complaining they can't get aid to the residents because of a lack of dry land, so why not make their own portable dry land?

It seems to me this would be far more efficient than bringing in helicopters that can only bring out a few people at a time and have to fly all the way out of the area and back each time. Using the barges, they could launch multiple rescues from them at a time, stage the victims, even triage them on the barges, and ferry them off in swamp boats etc.
