Please help - looking for an article about one of the levee breaches

I know I read a thread (last night?) about one of the levee breaches being in an area where a construction project was in process and that they were frantically trying to complete it before Katrina arrived.

I'm in the middle of a discussion on another board and I'm trying to point out that, had more federal funds been allocated -and sooner- that much of the NO flooding could have been prevented.

Of course now I can't find the link. :(

...but they weren't finished and were racing to complete it before Katrina descended.
