He was just talking about a FEMA report in early 2001 (before 9-11) - think he got this from Salon - the report said the three biggest threats to USA were:

1. Terrorist attack in NYC
2. Hurricane in NOLA
3. Earthquake in San Francisco

So I guess this report was the PDB for NOLA - and what does the freak in chief do - cut funding for hurricane protection to NOLA.
