Usually that is done when communication is required but will be too involved for the main net, thus they use a dedicated person to person line for it. The frequency we are listening to is for basic, simple direct communication.

go the top of the windows media player. Click on the tools tab, options then check the check box of that says "connect to the internet" and youre good to go!

Radio Communications at a Coast Guard Air Station and I never used or had rank used in a communication. Telephone, including satellite, is different. Then individual names and ranks are used.
