As far as communicating to the people on the ground...where are all

those police helicopters with searchlights and communication systems. They fly overhead to spot traffic offenses and you can hear them shouting out orders to people on the ground. WTF, we can go to the moon but we can't get needed food and water to our citizens in three of our states?
