1. They could if they were federalized
but guess what, Bush ain't gonna do it and them ships are flagged in Panama and Liberia, so it would be takign ships from ANOTHER country

3. Not taxes so much as safety regulations.
US laws have minimum requirements for staffing, food safety, and waste processing, where other countries are more lax. Registering in those countries allows them to ignore the US laws.

5. They've been asked for help.
Responding to suggestions that cruise ships might be used to assist storm victims, Christine Fischer, spokeswoman for the International Council of Cruise Lines, said the cruise lines are in talks with the government.

"It is a possibility," she said. "This is something that the cruise industry is exploring." But, she added, "we're trying to figure out if you're even able to get a ship up the river."
