perhaps the person she gave the baby/child to is a parent themselves with a child or children they need to care for.

As others have mentioned we don't know what the rest of the story is... if that mother with the baby were me I'd look for and beg someone who had a child with them or that I knew was a nurse/doctor.

it may be even worse -

Mom could not get on the bus without assistance, handed her child to someone on the bus while she was trying to ge on, then mom was shoved off. The bus went on to the Astrodome without mom, but with baby.

Mom was put on a later bus, but since the Astrodome is now full mom and child may end up in different evacuation sites.

found without a parent...I think something like 18 have been found so far. I saw a report on CNN earlier that showed a national guardsman taking care of two of them.
