Bush is mentally incapacitated: We need to remove him from office
Seriously. Forget impeachment. How do we start intitiating the provisions in the constitution to remove a President who can longer function in office?

Do we need a doctor's pronouncement? Does it start with a resolution or inquiry in the House or Senate?

3. Section 3 of the 25th
states that the Vice President and a majority of the principal officers of the executive departments (Cabinet secretaries) can transmit a written declaration to the President pro tem of the Senate and the Speaker of the House that the Preident is unable to discharge the powers and duties of his office. If they do that Cheney immediately assumes power as Acting President. Chimpy can transmit his own declaration that he's just in super shape to be President and then he takes back over unless the first group again says within 4 days that he isn't. If that happens Congress has 48 hours to decide who takes power.

But we all know that ain't gonna happen.
