to pass emergency legislation taking control of this whole mess away from the executive branch, who clearly is unable or unwilling to do anything about it.

45. Actually they already did
<http://news.yahoo.com/s/ap/20050901/ap_on_bi_ge/oil_reserve_hk3>

(snip)
A day after the EPA announced it would temporarily allow the sale of higher-polluting gasoline in Alabama, Florida, Louisiana and Mississippi, it acted to ease certain restrictions on gasoline blends and diesel fuel in the rest of the country as well.

"This will help take some pressure off the gas price," Bush said as gasoline prices soared toward $3 a gallon in many parts of the country, surpassing that level in some places.
(snip)

And then later they are planning on using it to push other things:

(snip)
Rep. Joe Barton, R-Texas, chairman of that committee, announced a congressional hearing Tuesday on Katrina's impact on energy markets. "I hope this is the silver lining that lets us really look at building new refineries and new pipelines and diversify the location so we are not as dependent on the area that the hurricane hit," Barton said.
(snip)

And this last next line is o so precious

(Energy Secretary Samuel W.) Bodman ruled out action to impose a national ceiling on the price of gasoline.

"I don't think you'd find a lot of support for that," the energy secretary told CNN.

No support for that? I wonder who he's talking to. I think I'd go for supporting that right now.

They will not be able to resist the temptation.

After all, there are only peoply dying by the thousands in New Orleans.

If the dems don't grow a spine and take Bush to task on gutting programs that would have saved real lives, they don't deserve any of our support. I'm not a one issue voter, but fuck this shit if they are going to let Bush get away with his crimes against humanity.

You know, all they can do is appropriate more money, and that's not the
immediate problem. I assume there's cash on hand.

The immediate problem is a federal government frozen without a plan.

There's no substitute for that in a congressional session.
