looked like a good p.r. move and a way to get a massive response. Doing it again, for the hurricane, makes it look like he really has no idea what he is doing, which we all know is the case.

It was different for the tsunami. This is in the U.S. - it's HIS job to deal with it. And the crisis is NOW!
