Because I certainly got that impression myself as Chertoff started speaking this afternoon. The delay is intentional. The on-again, off-again rescue efforts are intentional.

The woman trapped in the Ritz Carlton, I think it was, interviewed on CNN a little while ago said that the Ritz had arranged for buses, but the FEMA had commandeered one of them, and wouldn't let the others out. FEMA wouldn't let the buses out.

This is intentional.
