He used to be one of the best at knowing JUST how to say the right thing at the right time. He COULD have said mistakes have been made and now we have to figure out how to do the right thing by these people. He could have NOT lied and said there was no way to foresee that levee breaking. He COULD have said that we need to take a good look at WHY that levee wasn't shored up and why the funding wasn't there.
