Fill me in on why everyone hates the FIMA director?

I have been out of the loop the last few days and have not had a chance to follow the hurricane news. I just logged on to DU and it seems every other thread is ripping the FIMA director. I read several of the threads but could not quite figure out what exactly most of the anger is about. Could someone fill me in?
