North America needs a comprehensive, combined disaster plan

I've heard Canada offered to send DART (Disaster Assistance Response Team)Which is equipped with medical equipment and water purification equipment (That can produce MASSIVE amounts of potable water)... is not yet in Louisiana. And Urban Search and Rescue from Vancouver had to wait too.... I've heard the hold up is due to "confusion" on the ground.
If that is the case a North American Disaster Response Plan is needed.

It'd be nice to be able to have all the best resources from across the continent at the disposal of those in need at a moments notice.

Your thoughts?

By the way, anyone know how offers are considered? If I am in charge of a trained response team... who do call?

1. There is no confusion. Bush doesn't want the aid.
That puts the US in the category of Indonesia in my book.

5. When did he accept?
There was only a comment from 'Shop till I Drop' Condi saying they will accept help yet bush says no, send "cash money" instead.

The last I read in our news is that help is still on stand-by, waiting for the call from the U.S.

Cash eh? What do they say about cash? "Dont' send it cause the leaders of nations often intercept and use it to fund wars."
