16. Too little, too slow...and too late
The fact is there was no sufficient plan...for decades...to evacuate everybody if a mandatory evacuation order came down. There should have been a pre-existing plan in place to use the city buses to bring out these people in NO in a rotating schedule.

Now there's dead bodies in the water and people starving and becoming dyhydrated under the merciless deep south sun. There's no order in New Orleans, and it seems half the police force there has simply deserted.
