1. you just defined LIHOP, but you don't think it's quite there yet
it couldn't be deliberate after a week... they're just VERY SLOW, thats all and don't care.

4. Cut funding when they knew a strong cat 4 or 5 hurricane would
produce the results were are seeing pretty much makes it LIHOP, imo. Not planning for evacuation for those they knew would unable to get out, pretty much means LIHOP, imo.
