is there a justifiable reason not to let survivors out of the city?

is there a justifiable reason not to let survivors out of the city?
listened to a survivor say on CNN that they were met at the edge of the city and were stopped by the military. The guy that finally got him out (never did say how) took them to Kenner La said the military is using the excuse that they can't get around. He said If he can get a round.. the military can get around. I don't understand why they aren't letting those that do make it out on the own.. leave?

What time did this happen? A guy from WWL earlier today said they were trying to keep the reporters from going back INTO NO, but didn't say anything about getting out... Isn't that the point of a mandatory evac? Weird... and knowing this freaky admin., scary! :(

7. I'd be willing to give odds it's the ol' racism rumba.
The media, with the assistance of somebody, is really blowing up the "rogue bandit" theme. In every one of the 60's riots, the cities were cordoned off and people stopped from leaving. The excuse? Keeping the thieves from invading the "better neighborhoods."

During the Detroit riots of 1967, I lived and worked on the 'fringes' of the "inner city." Succumbing to family demands, I drove out to the burbs to spend the night Sunday night. As I was crossing 8 Mile Road (the boundary between the city and the burbs), I encountered a police roadblock - police cars on both sides of the road facing my oncoming traffic with headlights on (in my eyes). I saw one uniformed officer, carbine in hand, wave me to a stop. Once I stopped, he came to my window, while another armed officer went to the other side. They asked for identification (and told be to move slowly) and asked where I was going. Only after my bright white face and words gave them assurance was I allowed to proceed. They were blocking "marauders." (People with darker complexions, of course.)

9. I intentionally didn't assign lables to the individuals in my post
but the people that got out were white. The person that got them out was black. No, there is something else going on. I feel the fed doesn't want these people saved. In fact I think they're hoping for the worst. They're intentionally aggravating and creating a situation that I'm afraid is going to lead to mass murder in the city.

that may have witnessed anything.
If you witnessed anything REALLY bad--I would bet your chances of getting out of the city would be pretty slim.
