Boundless Ineptness: Best describes Bush & Co.?
Anything else would be criminal negligence.

They screwed up foreign policy by torpedoing previously negotiated international agreements - Kyoto protocols and the Anti-ballistic Missile Treaty
They screwed up on national security pre-9/11 vacationing instead of heeding terror warnings.
They screwed up catching Bin Laden *after* 9/11.
They screwed up and went to war with a non-threat Iraq.
They screwed up maintaining the good-will and sympathies of the whole world the USA had after 9/11 by engaging in said Iraq war.
They screwed up executing said Iraq war by not sending enough troops to maintain security.
They screwed up executing immediate disaster relief Hurricane Katrina

And now we find out:

They screwed up in constantly cutting funding to the Army Corps of Engineers programs tasked with protecting New Orleans from hurricanes like Katrina.

Isn't non-feasance as bad as malfeasance?
