4. Scapegoat?

Hell, this man IS part of the problem. He's a patronage appointee who was not qualified for this job. He has helped dismantle FEMA and he was totatlly unprepared for dealing with a true emergency.

There is guilt all the way up the chain of command, but I'd be more than glad to see this guy get thrown to the wolves. He deserves it.
