...believe me, there are plenty of civilian employees of the federal government (the majority?) who hate what Bush has done to the government's ability to function.

Most of the people at FEMA are professionals who will be there long after the likes of Bush and his fly-by-night appointees are gone. Unfortunately, those fly-by-nights do untold damage while in power.

...so long as Bush & Co. are in charge, ordinary government employees who speak out risk being demoted, blacklisted, and fired (and they need their jobs to support their families and themselves), at the very least.

They can also be smeared as "partisan," (which is especially galling--a purely political appointee/crony/hack who is around only as long as his president is around calling a career civil service professional "partisan!") and have lies told about their personal lives in an effort to completely destroy them, not just as civil servants but as any sort of voice in the public arena.
