that to comfort the people, HE WOULD HAVE TO ACTUALLY SEE THE PEOPLE!

If he doesn't meet with them, he can't comfort them.

Contrast his briefing in a hanger with how you know Clinton would have responded. He'd have been in NOLA, talking to people directly, and comforting them in person.
