I know how to prevent some of the fraud and shit in Florida...
How about the U.S. reconfigure its time zones so that no state may be in multiple time zones. (You can do it. China places itself entirely in a single time zone.)

1. Counting all the votes would be a start
Also, I'd like to see the NAACP hire observers to monitor the polls in black precincts, and an 800 number for people to call if they are turned away from the polls. A lawyer would then show up within 10 minutes.

2. That's not necessarily true about China
Although China is in one "time zone", given how vast the country is, many parts of the country, especially in the Western, more Muslim parts, observe different hours informally.
