"These governors have compacts" WTF??
What the hell are 'compacts'? Chimp just said that - I heard him on CNN. "These governor's have compacts with other states to get National Guard here."

My God, I think this country is coming apart at the seams, all because of the incompetence of this misadministration.

2. In all fairness
A compact is a sort of "contract" with other states that say they have the authority to request additional help from their state if needed in a time of emergency.

However, someone should ask Bush what would happen if one of those other states had a disaster while their troops were in NO.

"Compact" is often used for an agreement between states. Has the same latin root as to make a "pact"

11. Sure, for instance NY is sending 1,000 NG - They leave MONDAY
What Bush said was so misleading it pissed me off big time. Sure they have agreements with other states, but when the other states send troops they have to muster them first and that takes time. NY announced Wednesday they were sending 1,000 troops but can't have them ready until Labor Day.

The point is that the LA National Guard was left shorthanded and these lies are designed to cover that up.
