7. What's the chain of command?
My understanding is that it used to be:
a state's national guard took orders from the governor,
unless they were federalized by the president,
in which case they became federal troops taking orders from the president.

My understanding is that right now:
the Louisiana National Guard is taking orders from a 3-star army general, so they are now federal troops,
the general is taking orders from FEMA,
FEMA is taking orders from Homeland Security,
and Homeland Security is taking orders from the president.

Now we just got to keep Bush from firing Gen. Onry before he helps those Americans.
