Doesn't Cheney oversee FEMA?

I remember a few months before 9/11, they had put the VP's office in charge of FEMA. Which makes his absence all the more unacceptable. My guess is that he must be ill and they are covering it up.

It has its own czar now, Michael Chertoff, another Bush toady who has been dragging his heels, making excuses, and covering for his boss.
