Raising State Revenue, Options to raising taxes, Ideas needed.

When a state is considering cutting social services or education because of revenue shortfall, what else can be done besides raising taxes? Any good articles on this, ideas?

1. Other revenues

such as permits, licenses, etc. can be raised, but there aren't a lot of options.

I didn't say it was an easy sell - just that it's an option. I work for a municipality and we're working on our budget right now. There is NO easy option. Next month our residents are voting on a school district referendum that will, if all sections pass, cost $52Million. I'm voting "YES," because we need the schools, but I think that will be a tough sell, as well.

4. Cut energy costs

How well are the public buildings insulated. How is the thermostat set? Are people using public vehicles for personal use? How fuel efficient are the public vehicles?

Most towns get supplies from politically connected vendors. Is that efficient? Should more things be put out for public bid?
