I still think there needs to be a quicker way to mend breaches. Lond deep barges that can be pulled in. Something much faster than copters bringing in bags.

What in your view made him seem credible?

I saw him in an interview and he was giving the interviewer some spin on doing a cost benefit analysis in reference to the levees.
Turns out that the analysis indicated that the costs would outweigh the benefits.
