If Herbert Hoover led the Nation during World War II...

Then you would have a historical equivalent of Bush's hamfisted ineptitude during the calamities of the past 5 years.

1. History
Or if GW Bush were President during the Civil War, (not that we might have another one with him in office)

We would have been 2 different Countries

2. No, we'd be one country still
Because Bush would be leading the South.

Only difference would've been the South wouldn't have done as well as they did.

3. One objection...
Herbert Hoover, for all his faults, would have gotten off his ass and done something after the Pearl Harbor attack.

The war might have lasted a year or two longer, but still.

4. True, but then again...
you probably touched on this with the war lasting longer. However, our country most likely would have been in even worst shape when Pearl Harbor was attacked, economically, that our response time would have taken a LOT longer. More drawn out war equals more deaths.

5. No arguement.
There's a difference between Hoover (we are doing nothing because we don't think there's anything we should do) and Bush (we are doing nothing because we don't know what to do and besides we spent the money on a unneeded war with Iraq and the money we didn't spend there was given away in the biggest wealth transfer in the history of the world).

That's all I'm saying. There's a difference between Hoover (who was merely wrong) and Bush (who's not only wrong, but stupidly so.)
