This has gotten me thinking about worst case scenarios.

One grave fear jumped out at me and nags me. Bush has the 'football.' We have every reason to believe his mentality is death cult mentality. He is paranoid, I don't think we need any further evidence of that, but here I go. He believes he was chosen by God. He believes that anyone with facts that oppose his beliefs is against him. He believes that he is moral and that victims are immoral. He believes in torture. As he deteriorates and looses it, I fear he will start looking at the 'football' as the only way out. He has gone beyond civil law. He has gone beyond reasonable secrecy. Please tell me that he cannot fake an event and activate the 'football' on his own.
