Looking for more info on the Al Gore rescue effort mentioned on Wasington

Week in review on PBS. One reporter mentioned that Al Gore with his own money was trying to help evacuate The Doctor that was a friend of his and ALL the patients from the Hospitals in New Orleans but FEMA people would not let them be moved with some "required" ID number that could only be granted after a request from a some other Federal agency.

Googled a while and can't find info on it. It was not one of the stories on the program just an aside mentioned in regard to no one in New Orleans seeming to be in charge.

Not all the patients but that was not made clear except that it was not just this Doctor's patients, anyway that is why the hunt goes on to find more and better details.

1. So many stories about help being turned back... what gives?

One could make sense of this if FEMA was actually helping people at the time, and didn't want these other folks getting in the way... but that wasn't the case.

This is at least the second attempt to evacuate the hospital that I read about (the other the flotilla from Lafayette) that was NOT ALLOWED to help.

2. the only thing I can think of is that power hates to give power up

it is sad, but it is really the only explination

3. Unless for whatever reason, they didn't want help to arrive.

This is a conclusion I'm very reluctant to draw.
