The state of Louisiana begged for help on Sunday August 28

And Bush had no idea Louisiana needed help until after his vacation Wednesday night, at least that's what the GOP is now trying to spin. The state government NEVER said they needed federal help. Oh yeah, well here's the letter begging for it on SUNDAY, four days before Bush ended his vacation.

Did I hear that correctly today? The government has been spending 500 million a day on the Katrina disaster? On what? Can we get an accounting or will this turn our to be another moneypit like Iraq???

9. and $5 BILLION a week on Iraq
with basically the same results, people starving, dying of thirst, no medical care and infastructure shot to hell. BUT... bush* didn't want to send the Guard into NOLA with relief supplies because IT was dangerous!

The Navy has hired Houston-based Halliburton Co. to restore electric power, repair roofs and remove debris at three naval facilities in Mississippi damaged by Hurricane Katrina.

Halliburton subsidiary KBR will also perform damage assessments at other naval installations in New Orleans as soon as it is safe to do so.

Our Sec of State was on the job... buying shoes and attending a comedy in NYC, as you recall. The Halliburton blurb is directly below the one about dumb ass things the Capon In Chief had to say today on his road show.

This blog is now on the top of my morning read list!

Thanks for the internet, Al Gore....we can kill the spin before it can take hold.

From her official declaration-

"I have determined that the incident will be of such severity and magnitude that effective response will be beyond the capabilities of the State and the affected local government and that supplementary Federal assistance will be necessary"....

"I request direct Federal assistance for work and services to save lives and protect property."

"I have designated Mr. Arthur G. Jones as the State Coornating Officer for this request. He will work with the FEMA in damage assessment and may provide further information or justification on my behalf."

Sounds to me she covered her bases...unfortunately, Bush didn't cover his.

Last night I was kind of proud of him, because he was ranting to the head of Homeland Security, about the slow response of this administration.

Tonight he had changed his tune, which doesn't surprise me. Tonight he was blaming everything on the Governor of Louisiana, saying that she should have asked the Government for help, and that the blame should all be put on her!

SCREEEEEEEEEEEAAAAAAAAAMMMM!!!!!!

The state of emergency was indeed declared.

MREs were distributed ... on Monday, wasn't it? Or Tuesday. Some aid was forthcoming; just not nearly as much as needed.

One wonders, however, what is to be made of the language, "... Emergency has been issued for the State in order to support the evacuations of the coastal areas and remainder of the state to support the State Evacuation and Sheltering Plan." She's not asking for help in evacuation; she's asking for help following.

Most of the aid requested is recovery aid; I'm not sure that FEMA's even started that yet. And the language about "beyond the capabilities of the State" follows the Preliminary Damage Assessment. I suspect that they haven't even done that yet, or if they did it soon after Katrina passed on Monday they got it wrong.

The RW spin can continue, even in the presence of this letter, however: the specifics of the help (beyond inclusion in programs for authorizing fund disbursement upon application) needed aren't included. What actually was requested? MREs? Blankets? Space heaters? What they should have requested (in hindsight) was help evacuating the city, with NG mobilization on Saturday or Sunday to help in crowd control and food distribution, as well as prepositioning of foodstuffs and medication.

This doesn't mean that the response wasn't ridiculously slow; early on FEMA should have be pro-active. Moreover, I presume that *'s decision on Tuesday to return to DC had something to do with Katrina.

23. Read the letter: asks for $ to help cleanup and housing after the storm

It doesn't even ask for troops to maintain security let alone asking for prehurricane evacuation help.

She asks for help, but not the help they really needed before the storm hit or afterward for the most part.
