The neocons are firm believers in "the-hand-of-the-divine" social darwinism* and paleo-eugenics*. (Many of them try to disguise this, but others do not -- or they let slip from time to time.)
The neocons are also idiots, who never have more than an oil-sheen thickness of "understanding" of anything -- where they have any "understanding" at all.
But man, can they lie, spin and stick to the party-line, in the face of any (and all) contradictory evidence.
It's a cultural mental illness, a social psychosis -- rather like Nazism.

"the-hand-of-the-divine" social darwinism*: The belief that god rewards the "fit" (the "saved", the "elect", or whatever) by granting them that character (greedy, grasping, selfish, unfeeling, proud, intolerant, domineering, etc) that leads to wealth and power and that makes them immune to compassion or doubt -- or anything else that might hamper their pursuit of wealth and power.
Oh, and there are other, "fitness-related" ("the-hand-of-the-divine") social darwinist beliefs. These include: that those who are lacking in these "godly" traits, (greedy, grasping, etc), or who otherwise fall short of achieving worldly success, are "unfit" (etc); that the "unfit" can be dealt with as inferiors (subhumans even) by the "fit"; and that all this is in accordance with the will of god (and even done by his hand).
(Subtract out the "god" references and this definition also bounds "secular" social darwinism.)
paleo-eugenics*: The belief that certain individuals (or races, classes, etc) have (inheritable) traits that inherently make these individuals (etc) superior to others. This is normally accompanied by various beliefs about how these "desirable traits" (read: "their traits") should be propagated -- and other traits (read: "traits of those they don't like") suppressed.
